Together with Ari Tuori from Resqsafe, we had the opportunity to take part in an interesting and challenging Civil Defence Exercise in Kuopio, Finland.
In short, this was a large-scale civil defence exercise held at Savilahti Luola in Kuopio on 2–3 September 2026. The exercise focused on testing how to protect and support a large number of people in response to a range of threats and emergency situations.
Exercises like this play an important role in strengthening preparedness for crises. They provide an opportunity to test procedures in practice, improve coordination between different organisations, and build community resilience to a wide range of threats.
Shelter 2026 – Civil Defence Exercise was a large-scale civil protection exercise held at Savilahti Luola in Kuopio on September 2-3, 2026. We tested the protection of large numbers of people in the event of various disruptions and emergencies. The exercise aimed to develop cooperation between authorities and regional entities and to strengthen situational awareness and communication in situations where normal social functioning was disrupted.
